Adding gmap_fmap_ext_ne

Adding an variant of gmap_fmap_ne where the function used for fmap is different on both sides. Inspired by list_fmap_ext_ne.

I'm not familiar with Type Classes so I'm not sure if I need to add a Global Instance of anything with this.
